Community Development Block Grant (CDBG) Program Proposed Consolidated Plan for 2025-2029 and Annual Action Plan – One Year Use of Funds for CDBG Program Year 2025-2026
Notice:
The Community Development Block Grant (CDBG) is a federally funded program to increase housing, community, and economic opportunities for the City of DeKalb’s low- and moderate-income residents. The City requires the Department of Housing and Urban Development (HUD) to submit a Consolidated Plan every five years and an annual One Year Action Plan, which describes community needs, resources, priorities, and proposed activities to be undertaken in the City under CDBG. This funding source assists lower-income individuals, households, and neighborhoods throughout the City.
The 2025-2029 Draft Consolidated Plan
The Consolidated Plan is a five-year plan providing a unified vision for developing actions to address housing and community development needs. Its development is a collaborative process that allows citizen participation in setting long-term strategies and short-term actions to meet priority needs.
2025 Proposed Annual Action Plan
An Action Plan: One Year Use of Funds is required by regulation under the CDBG Program. The City expects to receive an estimated $352,977 in CDBG funds for the grant year 2025-2026 (April 1, 2025, through March 31, 2026). The Action Plan includes the activities the City proposes to carry out with CDBG funds. Proposed Activities are:
$211,288 Public Facilities/Improvements
$17,648 Owner-Occupied Home Rehab Program
$52,946 Public Services (15% of annual allocation cap)
$70,595 Administration (20% of yearly allocation cap)
All proposed activity budgets will be proportionally increased or decreased from the estimated funding levels to match actual allocation amounts when HUD determines them.
In addition to the proposed new funds, the City will carry over funds for the following activities:
$127,727 Public Facilities/Improvements
Please note that the carry-over in Public Facilities/Improvements is due to a delay in starting proposed projects that will be completed in 2025. The carry-over in Public Facilities is funds already allocated to this activity from prior years.
The 2025 Annual Action Plan is available as part of the 2025– 2029 Five-Year Consolidated Plan. The Proposed 2025– 2029 Consolidated Plan and the included 2025 Annual Action Plan can be viewed on the City of DeKalb website at www.cityofdekalb.com. Beginning December 27, 2024, it will also be available for viewing in print format in the Community Development and Finance Departments in the DeKalb Municipal Building, 164 E Lincoln Hwy, and the DeKalb Public Library at 309 Oak Street.
Review and Public Comment Period
The 2025-2029 Consolidated Plan and the 2025 Annual Action Plan are subject to consideration and public input by community members and the DeKalb City Council. Notice of the comment period is being published on December 27, 2024. All interested citizens are invited to submit written comments during the 30-day review period beginning December 27, 2024, by 5:00 p.m. on January 27, 2025. Public Hearing
Citizens are invited to attend and provide input on the 2025-2029 Consolidated Plan and the 2025 Annual Action Plan at a Public Hearing to be held on January 27, 2025, at the City Council’s regular meeting. The meeting will start at 6:00 PM at DeKalb Public Library at 309 Oak Street, DeKalb, IL 60115.
